The Republic of Djibouti is an arid country in the Horn of Africa, characterized by low and erratic rainfall. The country is classified as one of the most vulnerable to climate change and one of the countries with the lowest water resources. Climate change and variability, combined with other phenomena such as rapid urbanization and deforestation, increase the risk of drought and flooding, which are increasing. Additionally, the concentration of population and socio-economic assets in the urban area of Djibouti city exposes the country to a major earthquake, further compounding its vulnerability to natural disasters.
In July 2022, the Djibouti government, via the Executive Secretariat for Disaster Risk Management of the Ministry of the Interior (SEGRC), sought the support of the CADRI Partnership to enhance its climate and disaster risk management capabilities. Discussions on organizing the mission resumed in the latter half of 2023, leading to a consensus to initiate a scoping mission in January 2024, with experts from the UNRCO Djibouti, FAO, IOM, and OCHA’s Southern and Eastern Africa Office.

In May 2024, the CADRI Partnership supported a capacity diagnosis mission, conducted from May 12th to 23rd, to strengthen the country's disaster resilience. The mission assessed national and local systems’ abilities to manage climate and disaster risks, aiming to enhance early warning systems, disaster preparedness, and risk reduction across key socio-economic sectors. It focused on Djibouti City and the regions of Tadjourah, Obock, Dikhil, Ali Sabieh, and Arta, particularly in WASH, food security, infrastructure, human mobility, and health sectors.
This collaborative effort included the RCO Djibouti, government ministries, and UNCT agencies, engaging 22 central institutions, 39 local institutions, 3 civil society organizations, and 16 multi and bilateral partners. Field visits provided insights into local challenges and fostered alignment of local capacities with national DRR strategies. The mission concluded with a workshop on May 23rd, where preliminary findings were shared to inform Djibouti's DRR strategy, aligning with the Sendai Framework.
