The objective of the CADRI Partnership is to support the identification of critical capacity gaps at country level in view of prevailing risks and the articulation of coherent UN and other stakeholder’s interventions to address those capacity gaps.

Reducing disaster risks by the means of integrating risk reduction into development calls for a holistic approach working across all sectors and at all levels (a “whole of government” and “whole of society” approach). This is a complex change process that requires strong government leadership together with private sector and civic engagement, supported by targeted investments in capacity development across sectors.

The CADRI Partnership uses the convening power of the UN Resident Coordinator System to facilitate a multi-sectoral and multi-stakeholders approach to increase investment in Disaster Risk Reduction (DRR) across sectors.

The realization of the Sustainable Development Goals (SDGs), and other global agreements such as the Sendai Framework, the Paris Climate Agreement and the Grand Bargain entails a significant shift from piecemeal assistance towards harmonized and coherent support, aligned with national priorities.

The Sendai Framework specifically tasks “the entities of the United Nations System to support the priorities of States in a balanced, well-coordinated and sustainable manner, within their respective mandates”. By pooling UN System resources, knowledge and practices and leveraging each other’s comparative advantages, the CADRI Partnership enhances the effectiveness of the UN System to optimally use its assets and expertise in support of country needs and demands.

The CADRI Partnership makes a direct contribution to UN System efforts to align its priorities and resources, integrate humanitarian and development interventions and improve inter-sectoral approaches across the SDGs.

The Partnership extends the potential for coherence beyond the UN system, particularly through participation of the International Federation of the Red Cross and Red Crescent (IFRC), the World Bank Global Facility for Disaster Risk Reduction (GFDRR) and OECD.
