CADRI assistance
CADRI acts as an entry point to all issues related to capacity development in disaster risk reduction (DRR), responding to requests case by case. We offer support and assistance across all spheres of capacity development in DRR, including the cross-cutting issues of the Hyogo Framework for Action (HFA).
Who does CADRI support and assist?
Our primary target groups for assistance are UN entities – in particular, Resident Coordinators (RCs) and Country Teams (UNCTs) – other members of the ISDR system, including all government and other institutions involved in DRR at national and local levels.
Why use CADRI?
We have access to the resources and knowledge of our three core organizations – UNISDR secretariat, OCHA and UNDP – as well as to our partner agencies. Their wide expertise and experience ensure that CADRI can tailor services to the specific needs of users. We embrace the entire spectrum of DRR: we can engage broadly as well as focus on a single aspect.
Mapping
Drawing upon the combined experience of our unique partnerships, CADRI is creating an extensive repository of resources to enable users to locate information, services, materials and training. CADRI mapping can provide assistance by:
- aiding actors working in DRR
- supporting capacity development initiatives in DRR
- promoting tools and materials.
Via extensive mapping, CADRI can direct users to the agencies, initiatives and tools most suited to their needs – and at the same time strengthen partnerships, cooperation and knowledge exchange.
What support does CADRI provide?
CADRI offers tailored, case-specific support, either directly or via other agencies.
CADRI responds to needs and requests in the following areas:
- Strategic and technical guidance. Please refer to our Advisory services for more information.
- Knowledge exchange. Please refer to our Knowledge exchange for more information.
- Materials, tools and services. We facilitate access to materials, tools and services. We promote development of materials in specific areas of DRR.
- Training. We support training in specific areas of DRR in collaboration with various partners. Please refer to our Training for more information.
UN entities
UN entities and other ISDR system members
CADRI is committed to ensuring that UN entities and ISDR system members are well prepared to assist with all matters of capacity development for DRR.
CADRI works with UN entities – in particular, Resident Coordinators (RCs) and Country Teams (UNCTs) – and other members of the ISDR system.
CADRI works closely with UNCTs to offer support in the following areas:
- make DRR a priority
- mainstream DRR in strategies, programmes and projects
- include capacity development for DRR in broader development programmes.

Any UN entity or ISDR system member may ask for support from CADRI.

Governments and national institutions
Governments and national institutions
CADRI receives requests for support from global, regional and national programme partners. Each situation is different – with its own needs and priorities in DRR – therefore we offer assistance that is specific to each request.
Capacity development is a complex issue. CADRI therefore engages first in discussion to answer the following questions: Who needs support? Why is support needed? What kind of support is needed?
CADRI identifies agencies and organizations involved in providing technical support to national institutions on capacity development strategic planning and activities. We also help national institutions to assess their capacity for DRR.
